The 'add new comment' option can be found at the bottom left hand side of any blog or book post. You must be logged in to post a comment, if you are not you will see a link inviting you to log in and post a comment:

Once you have clicked on this link, you will be taken to the relatively simple comment/reply form, where you can post your comment with its own subject/title. You can format the text in your comment field, much like in a blog or book post.

See the comments below for an idea of what comments can look like. If you do see an abusive or inappropriate comment on the site, you can hit the 'report' abuse' link at the bottom of any comment you see.
